About KKDIK
Under the KKDIK Regulation published on June 23, 2017 (Official Gazette 30105), companies manufacturing or importing substances in Türkiye with an annual quantity of 1 ton or more are required to complete Full Registration. Non-Turkish companies must appoint an Only Representative (OR) located in Türkiye. Registrations are carried out through the Chemical Registration System (KKS) within the Integrated Environmental Information System (ECBS).
Tonnage Bands
- ≥ 1 - 10 tons / year
- ≥ 10 - 100 tons / year
- ≥ 100 - 1000 tons / year
- ≥ 1000 tons / year
KKDIK Compliance Process — Two Stages
1) Substance Pre-registration
Pre-registration informs the Ministry about your company’s intent for full registration. Companies that pre-register join the Substance Information Exchange Forum (SIEF/MBDF). Each substance has a Lead Registrant who submits the initial file, while others become Joint Registrants.
Estimated Costs (Pre-registration):
- I. Only Representative appointment fee (ChemRAS)
- II. Pre-registration fee (ChemRAS)
- III. Annual monitoring fee until full registration (ChemRAS)
- IV. Hourly consultancy if needed (e.g. research, inventory)
2) Substance Full Registration
Full registration is the final stage and requires more time and costs.
Estimated Costs (Full Registration):
- I. Preparation of registration dossier (ChemRAS, varies)
- II. Data access fees (paid to Lead Registrant/test owner)
- III. Registration fee (paid to the Ministry, depends on tonnage/company size)
- IV. Hourly consultancy if needed
Important Deadlines
- 31/10/2025 — Pre-registration deadline.
- 31/12/2025 — Deadline for Lead Registrant determination.
- 31/03/2026 — Deadline for provisional registration by Lead Registrant.
- 30/09/2026 — Deadline for provisional registration by Joint Registrants.
- 31/12/2026 — Full registration deadline (≥1000 tons/year or CMR/Hazardous substances).
- 31/12/2028 — Full registration deadline (≥100 tons/year).
- 31/12/2030 — Full registration deadline (≥1 ton/year).
