Implementation Procedures of the KKDİK Regulation Have Been Announced

The long-awaited “Procedures and Principles Regarding the Implementation of the KKDİK Regulation” were published by the Ministry of Environment, Urbanization and Climate Change on August 12, 2025. Several dates outlined in the regulation are of critical importance, and the industry must prepare to comply accordingly.
Key Deadlines

October 31, 2025 | Final date for pre-registrations. After this date, substances manufactured or imported for the first time must be pre-registered within 30 days of being placed on the market. |
December 31, 2025 | Deadline to designate the Lead Registrant within the Substance Information Exchange Forum (MBDF). For substances placed on the market after August 12, 2025, the lead must be appointed within six months. |
March 31, 2026 | If the Lead Registrant cannot obtain full data for registration, this is the last date to submit a temporary registration with limited data as per Annex-1. |
September 30, 2026 | If a temporary registration is submitted by the Lead Registrant, this is the final date for Co-Registrants to submit their own temporary registrations. |
Additional Highlights
- If a Lead Registrant cannot be determined within the MBDF, **TOBB** (Union of Chambers and Commodity Exchanges of Türkiye) will collaborate with the Ministry to facilitate the designation process.
- Two new advisory bodies will be established: the **Chemicals Science Group** and the **Chemicals Advisory Group**.
- Safety Data Sheets (**SDS**) must be uploaded to the Ministry’s electronic portal.
- A new provision has been added requiring the inclusion of **Chemical Assessment Expert (KDU)** certification details—previously applied in practice but not officially regulated—under Section 16 of the SDS.
